Converting Dicom images to Dicom video???

Hey everyone,
I am new to the forum, so please forgive me for any stupid questions.
I need to find a way to do one of two things:
1- Convert Dicom images to Dicom video
or
2- Convert AVI video to Dicom video
I am looking for a way to preform both of these actions for free. Also, my knowledge coding is very basic (practically none), however, I am open to learning simple coding if necessary for this.
Does anyone have any suggestions on how to approach this? I've spent hours researching but cannot seem to find a way to do this.
